The setup is fairly simple after you have done a few of them. The above picture is an overall view of the linkage. In this picture, I highlight where the govenor link goes and where the governor spring connects. The link goes to the hole at the end of the arm blue arrow.

My engine doesn't have a gov so I fabbed a bracket with a pivit arm and used a heavy wire to connect to the throttle on the carb. Just make sure to use a good return spring. Where did you get your exhaust from? I'm starting to think mine wont work.

Very important: The throttle shaft needs to be wide open, the governor arm and the governor shaft need to be at full clockwise or counter clockwise position hold all in place as you tighten the nut on the bottom of the governor arm. You should be able to move the governor arm back and forth to the low idle and wide open positions effortlessly. Test run and voila.
